There are 2 requirements: 

  1. A membership fee of $100/year due at signup
  2. Submission of two (2) Letters of Recommendation from your clients or current NSITSP Professional Members.

No one is exempt from these requirements.

Yes, you can join as a Registered Member at no cost. This gives you affiliation to the organization but does not afford you full membership rights. See the comparison here.
